The start of Driver, (the old, old, old Driver), was the best start to any driving game. You have to have a reason to be offered jobs as a driver of a gang that need to get away from the police. You would have to learn and gain some in-game driving skills first, before the game would even offer you the position as get-away-driver. That makes sense doesn't it?
We definitely need this in any future GTA style game, but with the option to whimp-out, for those who cannot actually drive! I remember there were lots of complaints that the Driver wheel-man test was too hard for people, who subsequently got bored trying to complete it! -I loved it, found it easy and mastered it quickly.
Next - getting it slightly wrong!

"This 'was' your mothers new car, your job, (should you choose to accept it), is to drive the new car and turn-up at your mothers birthday party to surprise her with her birthday presents, (you and the car), from your father"!
